NOTICE TO CONSUMERS:

The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair (BAR) and is designed to help improve California's air quality. CAP offers two programs – Repair Assistance and Vehicle Retirement.

Please review the requirements below prior to submitting an application. Each program has specific eligibility requirements that must be met.

For example:

  • Repair Assistance requires a vehicle to have failed its current biennial Smog Check inspection.
  • Vehicle Retirement Option 1 requires a vehicle to have failed its most recent Smog Check inspection.
  • Vehicle Retirement Option 2 requires a vehicle to have successfully completed a Smog Check inspection (pass or fail) within the last 180 days.

If approved, Vehicle Retirement and Repair Assistance services can only be performed at state-approved facilities. CAP does not have authority to reimburse consumers for tests, diagnosis, or repairs performed.

Financial assistance through CAP is subject to the availability of funds each fiscal year.

Vehicle Retirement

Consumers who meet eligibility requirements may receive either $1,000 or $1,500 to retire their vehicle at a BAR-contracted dismantler.

Completed applications for the Vehicle Retirement program are generally processed within four (4) weeks. Once your application is processed, a determination letter will be mailed to you.

Repair Assistance

Income-eligible consumers who meet eligibility requirements may receive up to $500 in emissions-related repairs at a STAR Test-and-Repair station after their vehicle fails its biennial Smog Check inspection.

Completed applications for the Repair Assistance program are generally processed within two (2) weeks. Once your application is processed, a determination letter will be mailed to you.
