NOTICE TO CONSUMERS:
At this time, the Consumer Assistance Program (CAP) is accepting applications for the Repair Assistance and Vehicle Retirement programs.
The eligibility requirements for each program are listed below. Please review the eligibility requirements prior to submitting an application as each program has separate requirements, including specific Smog Check inspection requirements that must be met.

Please Note: Financial assistance through CAP is subject to the availability of funds each fiscal year.
The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair (BAR) and is designed to help improve California's air quality. CAP offers two programs:
- Repair Assistance: Income-eligible consumers who meet eligibility requirements may receive up to $500 in emissions-related repairs at a STAR Test-and-Repair station after their vehicle fails its biennial Smog Check inspection.
- Vehicle Retirement: Consumers who meet eligibility requirements may receive either $1,000 or $1,500 to retire their vehicle at a BAR-contracted dismantler.
Vehicle retirement and repair assistance can only be performed at State approved facilities. CAP will not reimburse consumers for work performed prior to the approval of an application.
