Digital Storage Oscilloscopes
Starting December 1, 1997, all enhanced area smog check test-and-repair stations must have a digital storage oscilloscope (DSO), or graphing multimeter (in addition to a BAR-97 EIS) to hold or obtain a new Smog Check station license.
BAR regulations require a meter to be able to capture and display a high frequency abnormal electrical signal. Most manufacturers have incorporated a "glitch" capture (i.e. peak detect) or "record" mode to perform this operation. As a guideline, BAR would not consider a meter to be able to perform the above noted operation unless the meter met the following criteria:

3 screen refreshes per second (or faster)

a time base that will go down to 500 microseconds (or better)
Listed below are DSO/Graphing Multimeters that have been brought to BAR's attention as meeting the regulation. There may be other DSO/Graphing Multimeters that meet the regulation. Manufacturers should contact Wayne Brumett of BAR at (916) 255-1391 to be added to this list.
NOTE: BAR does not test or certify digital storage oscilloscopes or graphing multimeters for use in the Smog Check program.

Other designations may show 40-401 or 40-403 on the serial plate of the unit. All Software Versions
